Guests arrive at their hotels and are taken to Weatherhead High School Media Arts College.
After a warm welcome in the school’s magnificent new 500 seat theatre, the Presidential address from Baroness Estelle Morris sets the tone for the three days.
There follows a challenging Keynote presentation on the conference themes from Social Care, Criminal Justice and Community Safety perspectives with a Question Time on 'Learning from each other, Building for the future'. Leading this session will be Estelle Morris, Liz Railton (former DCS and Deputy CX Essex), Peter Fahy (the new Chief Constable of Manchester) and the Rt Revd David Urquhart, Bishop of Birmingham.
Delegates then experience a stunning promenade extravaganza, threading throughout the entire school, and eventually leading to the ground floor dining hall and the Civic Welcome from the Mayor of Wirral. The Civic Reception brings the business of the conference to an end for the day.
Guests then travel back to their hotels, before going on to Thornton Hall Hotel for their choice from an evening of entertainments. These include:

Fully refreshed, delegates travel to Chester's historic racecourse for a day packed with keynotes, Masterclasses and networking seminars. Masterclasses on all four themes will take place throughout the day and the packed exhibition hall will be open – and serving refreshments - throughout.

We have a range of input from an international perspective, much of it drawing on experience from northern Europe – the NEEC’s ‘northern lights’ contributors. Delegates will be able to attend three Masterclasses during the conference and can follow one theme or mix and match.
After the final session on Thursday afternoon, which includes an interactive input from the Secretary of State the Rt Hon. Ed Balls, delegates will be taken to their hotels and then on to the Gala Dinner at Thornton Hall Hotel. Transport will be continuously available to take delegates back to their hotels whenever they wish to retire.

Delegates arrive at Chester Racecourse for the last Masterclass session (workshop sessions with front bench spokespersons for Members).
These are followed by the third keynote session.
The conference closes with a presentation from York, the host of the 2010 conference, and a final reflection from Baroness Estelle Morris.
